[1] Finding a good image like this.
[2] Now double click on your background then click ok.
[3] Create a new layer.
[4] Now fill the new layer with Black color then drag the layer.
[5] Make the copy of the image layer.
[6] Then press Cntl+T, Trasnsform Selection to minimize your image like this.
[7] Make the copy again and Cntl+T, Trasnsform Selection to minimize your image.
[8] Make the more copies of the image layer, your layer pallete should be look like this.
[9] After that go to Window>Animation.
[10] Now hide the layers do not hide these two layers.
[11] Duplicates selected frames click this icon indication a hand sing.
[12] Unhide the Layer 0 Copy and hide the layer 0 see in the next.
[13] Duplicates selected frames again.
[14] Now Unhide the next layer and hide the previous layer see in the next.
[15] Use the same think to all layer your animation frame should be look like this.
[16] Now Play Animation click on this icon indcation a hand sign.
[17] Go to File>Save for web & Devices.
[18] Your final image should be as shown below.
